Freedom of speech is a social value, but it is not the only social value. Certainly there are reasonable compromises between speech and life. Our Supreme Court has acknowledged this, placing 'time, place and manner' restrictions on speech. It is well established case law that free speech does NOT mean the right to say absoultley anything in any context. Telling Joe to kill John is not protected speech, nor is yelling fire in a crowded theater. Likewise, telling Hutus to kill Tutsis is not free speech. It's incitement to murder.

And shame on the ICTR for reducing their sentences.
