According to this, the U.S. authorities were notified in advance of a possible terrorist attack in Kenya, but they didn't consider the information credible.
I think it's more of, "It's not in our backyard, so we'll ignore it." After 9/11, why wouldn't you spread the word to the right authorities to ensure proper safety measures could be taken?
