Everyone else was convinced that Germany was not out for revenge. But it's kind of hard to hide data of an increasing army and tank and airplane construction. These days, with fears of chemical weapons and suicide bombers, establishing such preparations of war are trickier.
The fact that the main victors of international conflict are manufacturers of defense technologies, as opposed to nations has not escaped the steady gaze of historians.
I really respect Churchill's understanding of the hells of war. I wish we had a leader who understood such things.
