You're not going to find too many hotels in the same neighborhood as Powell's, but there are a ton of them downtown. I would recommend the Marriott on Broadway. It's within walking distance of Powell's and you know what you're going to get. That might be too pricey though.
You can stay near Lloyd Center and take MAX (lightrail) to downtown very easily. It'll let you off close enough to walk a few blocks to Powell's.
I was born and raised in Portland, but I haven't stayed at too many hotels there. It seems like this is an off-season so you could get a room at the Marriott for around $100/night.
